The Board of Education, officially known as the Board of Education of the Vocational Schools in the County of Bergen, located in Paramus, New Jersey, governs the Bergen County Technical School District (BCTS). The district offers full-time and part-time technical instruction to secondary students and adults on campuses in Paramus, Hackensack and Teterboro.

The five-member Board of Education includes the County Superintendent who has an unexpired term, four members who are recommended by the County Executive of County of Bergen and confirmed by the Board of Chosen Freeholders, and the Superintendent who serves as an ex-officio, nonvoting member. Other key figures are the Business Administrator / Board Secretary and Board Attorney. Each of the four appointed members serves a four-year term. Terms begin and expire on November 1st.

Existing and prospective members of a board of education must meet qualifications and legal requirements set forth by the State of New Jersey. In New Jersey, school board members are considered state officials, empowered by state law to oversee the public schools under their jurisdiction. The State Legislature, under the New Jersey Constitution, delegates the power to establish regulations to the State Board of Education. Under the direction of the State Board of Education, the New Jersey Department of Education is responsible for assuring that all mandates set forth by law are carried out in all New Jersey school districts.

One of the prime obligations of a board of education is to formulate policy to conform with all national, state, and local laws and regulations as determined by the New Jersey State Board of Education, New Jersey Statutes Annotated (N.J.S.A.), Title 18A, and detailed in the New Jersey Administrative Code (N.J.A.C.), Title 6A. Policy serves as a guideline for the district's important goals, serves as a legal basis for its actions, and enables the Superintendent to create rules and regulations for policy implementation.

Individual members have no authority to act on their own, but meet as a board in a formal session. All discussions and official actions, unless specifically exempt by law, must take place in the public session. A quorum of the board is required for all official board actions. The board cannot act without the Superintendent's recommendations, which are presented in the form of resolutions at monthly public board meetings.
